HEAD OF PROGRAMMES (ONE POST)

Reporting: Executive Director

Supervises: Program Officers

Duty station: Dar es Salaam

The candidate will perform the following duties as listed below:

Duties and Responsibilities

Program Management, Delivery and Coordination


  • Draft the design and formulation of programme/project proposals and initiatives;



  • Draft strategy documents including, briefs, policy dialogue and other documents related to the work of CDF and children, as relevant.



  • Ensure that program activities operate within the policies and procedures of the organization,



  • Oversee and ensure an appropriate projects implementations and management;



  • Oversee the technical implementation and conceptualization of the programme/project;



  • Provide programme advisory support to the Office Management, as necessary;



  • Oversee the monitoring of implementation of activities and finances using the results based management tools;



  • Assist in the development of short and long term plans for programs, monitor progress, assure adherence and evaluate performance



  • Manage the program team and ensure effective and efficient coordination in delivery of project objectives;



  • Provide technical support and facilitate the programme team and key partners to develop annual work plans, budgets and build their capacity in Female Genital Mutilation (FGM) Child Marriage (CM), Child Pregnancies, Child Participation and Protection and Gender Equality.



  • Coordinate all national level Female Genital Mutilation (FGM) Child, Marriage (CM), Child Pregnancies and Gender Equality advocacy initiatives with senior government officials, members of parliament and development partners



  • In collaboration with the Training Officer prepare training programs for Capacity Development of project staff, partners, stakeholders and girls network and clubs , organize training seminars to address staff needs and identify relevant external training opportunities


 

  • Develop and implement partnerships and resource mobilization strategies


Program Reporting

  • Ensure timely submission of monthly, quarterly, bi-annual and annual reporting, following the M&E framework



  • Ensure completion of all reporting requirements in line with development partners and CDF requirements.



  • Support CDF’s overall M&E work, especially in reporting strategies building into its mandate to improve children’s welfare


Financial and grant Management

  • In collaboration with key staff review budgets and work plans of the project and facilitate quarterly reviews with partners.


Networking, Advocacy, communication and knowledge building

  • To lead CDF representation at national, regional and International level, ensure national partners database(s) maintenance which include(s) participant and prospect information and mailing list.



  • Support in organizing meetings on regular basis with designated individuals to foster positive relationships with key national partners on Female Genital Mutilation (FGM) Child Marriage (CM), Child Pregnancies and Gender Equality.



  • Assist with the development of public relations and communications strategies to support program goals and increase community awareness.



  • To represent CDF in various policy and advocacy forums related to Female Genital Mutilation (FGM) Child Marriage (CM), Child Pregnancies and Gender Equality



  • Develop advocacy strategies and oversee their implementation;


 

ASSISTANT PROGRAM OFFICER (ONE POST)

Reporting: Head of Field Operations

Supervises: None

Duty station: Mara

 

The candidate will perform the following duties as listed below:

Duties and Responsibilities

Project Management and Coordination

  1. Participate and undertake program planning, budgeting, monitoring and evaluation roles



  1. Work closely with the Head of Field Operations to ensure timely and quality project implementation of the project as per the M&E Framework.



  1. Work closely with the Head of Field Operations to maintain systems for submission of timely monthly, quarterly, bi-annual and annual donor reports, following the M&E framework and reporting guidelines



  1. Coordinate, document and share lessons learnt, best practices/ success stories on child protection and participation.



  1. Assist and support CDF child protection and participation , girls empowerment, men and boys engagement works at all levels



  1. Provide technical support on the implementation of the project and provide the programme team and key partners with relevant information, update and initiatives on child protection and participation.



  1. Working closely with the Head of Field Operations to ensure that Project reviews are undertaken and all reporting requirement are met in a timely manner.



  1. Prepare and assist in proposal and concept notes writing Assist the MEL Officer in evaluation of the projects

    1. Minimum Degree in Law, Social Science, child development, social work or related disciplines.





    1. Knowledge of principles and practices related to child development, child participation and protection principles. (Experience of working with Girls Project is an added advantage)





    1. Experience in planning, implementation, management, monitoring and evaluation of development project





    1. Conversant with the key children and women rights conventions, i.e. CRC and CEDAW.



Experience of working with children and young women.


    1. Strong listening skills and the ability to deal with sensitive situations with integrity.





    1. Must have strong and polished interpersonal, written and oral communication skills.





    1. An interest in the well-being of the children and safeguarding and child protection matters.





    1. Knowledge of Microsoft Office and Windows based computer application and database management.

COMMUNITY WORKER (ONE POST)

Duty station: Dodoma

The candidate will perform the following duties as listed below:

Duties and Responsibilities

  1. Responsible for organizing events, meetings and other administrative tasks Link club and network members with micro-finance institutions



  1. Empower club and network members with community mobilization aspects Lead club and network members in conducting awareness campaigns



  1. Document successful stories of all the programs implemented



  1. Working closely with the community groups and identify their problems Attending meetings/ events and produce verbal and written reports



  1. Working closely with the Head of Field Operations and make sure that all programs/ activities are well implemented



  1. Recruit new club and network members (in and out of schools)



  1. Supervise and maintain the girls’ clubs and networks

DRIVER (ONE POST)

The candidate will perform the following duties as listed below:

Duties and Responsibilities

  • Vehicle maintenance and management Staff and material transportation



  • Provide clerical duties


 

  • Key End Results of Position Vehicle



  • Cleans vehicle and perform routine checks to ensure it has proper working tools on a daily basis.



  • Refuels vehicle using an approved fuel voucher and records this on the vehicle log sheet appropriately.



  • Parks vehicle safely at designated place at the end of each working day not later than 6pm.



  • Ensures that after hours travel have prior formal approval by the Head of Field Operations.



  • Compliance to the motor vehicle policy provisions.


 

Staff and material transportation

  • Transports staff and designated people to all areas as instructed.



  • Ferries goods to required points as may be directed from time to time.



  • Ensure that all organization assets are not left unattended in the vehicle whilst parked.



  • Files in accurately the vehicle log books and submits to Head of Field Operations by the second day of the month.



  • Prepares monthly vehicles’ maintenance reports for allocated vehicles.


 

Clerical’s services provision

  • Dispatch and deliver all documents between CDF and other project partners.



  • Performs clerical work in the office when required. This includes banking, filing, sourcing quotations, writing purchase requests and general data capture.

POLICY ADVOCACY, COMMUNICATION AND NETWORKING COORDINATOR (ONE POST)

The candidate will perform the following duties as listed below:

Duties and Responsibilities

Oversee all network activities and be the main contact person for Men Engage and TECMN partners/members at local, national and International level.

  • Establish partnership with media organizations to promote men’s engagement in child protection and promoting women and children rights through radio and TV programs



  • Responsible for overseeing the development and execution of MET and TECMN projects deliverables, lead project planning, budgeting, action plans and monitoring processes.



  • Responsible for preparation and submission of activity monthly and quarterly reports, meeting minutes and related reports of the networks to the Head of the programs.



  • Identify and approach new potential members/ partners to join the networks



  • Ensures close collaboration and coordination with cooperating partners to guarantee smooth implementation of activities and achievement of results as specified in grant agreements.



  • Support coordination and networking with other partners/networks



  • Coordinate, facilitate and organize events of the networks such as meetings, campaigns, commemoration of the International days, advocacy at the national level

M&E OFFICER (ONE POST)

Reporting: Head of Programmes

Supervises: None

Duty station: Dar es Salaam

The candidate will perform the following duties as listed below:

Duties and Responsibilities

  1. a) Monitoring and supporting compliance with donor requirements and reporting results:


 

Maintain the donor reporting matrix , including tracking donor agreements

  • CDF’s contractual obligations, other delivery requirements of the agreement, reporting schedule and reporting requirements (a donor tracking matrix to track donor agreements, contractual obligations reporting schedules and requirement is in place);



  • Support in timely preparation of donor reports, (both quarterly and annual) including follow ups with partners and different units to obtain the information required for reporting, and quality control.


 

  1. b) Monitoring and supporting partners and staff



  • Build the M&E capacity to partners, staff, District Technical Support Officers, to implement the M&E framework including tracking analyzing and use of data from villages/wards and integration M&E into their work.



  • Provide guidance to staff and partners on RBM tools and performance indicators.


 

  1. c) Knowledge Management



  • Draw good practices and knowledge emerging from the project and in collaboration with the implementing partners and CDF’s communication focal point document them for learning.



  • Identify scale up opportunities in projects and disseminate them with the office to inform adaptation of ongoing programs, development of new interventions and to inform new programs/activities.



  • Monitoring



  • Development of a consolidated monitoring matrix for the project, aligned with the CDF’S Strategic and Operational Plan, indicating who monitors, dates, completion of report, type of tool used. Budget analysis and follow up with the Head of Finance on the financial aspect of the monitoring report.

HEAD OF FIELD OPERATIONS (ONE POST)

The candidate will perform the following duties as listed below:

Duties and Responsibilities

Project Management and Coordination

  • Coordinate and lead project planning, budgeting, monitoring and evaluation roles



  • Coordinate preparation and submission of annual activity-based project budgets as well as monthly and quarterly financial reports.



  • Provide technical advisory support and quality assurance of the project planning, implementation, monitoring and evaluation. Provide technical support for capacity building interventions of partners and community, including relevant local government institutions.



  • Supervise and asses work in progress to ensure compliance and delivery of high quality results and achievements of overall Programme objectives.



  • Support coordination and networking with the district line agencies and lead advocacy initiatives with the stakeholders for preventing child marriage, FGM and gender based violence in the project district.



  • Programme reviews and undertake reporting functions in timely manner.



  • Represent the Programme in stakeholders forums and other key partnership meetings



  • Coordinate the collection, documentation and sharing of best practices and lessons learned for scaling-up and replication.



  • Identify and follow up resource mobilization , managing of the Income Generating Activities (IGA), running of the girls, linking the girls with district authorities to get loans, linking girls with support structures (Child Protection system)



  • Ensure project activities comply with the policies and regulations of the development partners.



  • Lead and monitor project activities and expenditures; and coordinate work with consults and volunteers in the project sites.



  • Coordinate and organize awareness raising and advocacy initiatives, i.e. events such as launching, campaigns and community dialogue related to girl’s empowerment and child protection.



  • The post holder will also support CDF’s overall M&E work, especially in reporting strategies building into its mandate to improve children’s welfare.

The candidate will perform the following duties as listed below:

Duties and Responsibilities

  • Monitor and authorize entrance and departure of employees, visitors, and other persons to guard against theft and maintain security of premises.



  • Controls traffic by directing drivers.



  • Maintains environment by monitoring and setting building and equipment controls.



  • Call police or fire departments in cases of emergency, such as fire or presence of unauthorized persons.



  • Maintains organization's stability and reputation by complying with legal requirements.



  • Write reports of daily activities and irregularities, such as equipment or property damage, theft, presence of unauthorized persons, or unusual occurrences.



  • To respond quickly and correctly during crisis



  • Not only does a security guard sense crisis; he acts fast to control the situation. So, a security guard must always be at alert to avoid being caught unawares. How a security guard responds to crisis varies depending on the threat. A security guard must know how best to respond to various dangerous situations.


 

Observing and reporting

  • Even after a dangerous situation has been successfully averted, a security guard must not relax yet. He should keep observing until he is sure that there are no more problems. After a crisis, a security guard should report the incident to his supervisor, the police or the appropriate authorities (such as the fire services in the case of a fire outbreak). This way, further steps would be taken to avert a future recurrence.


Getting help

  • During some very dangerous situations (such as armed robbery attacks or assaults with deadly weapons), a security guard may be unable to handle the situation. In that case, he would need some help, and he should waste no time in calling the police. By getting help this way, loss of lives or property would be averted.

  • Candidate must have “O” Level Certificate with Good English language skills

  • Manage team in a manner that empowers them to take ownership of the areas for which they are responsible, cultivate new ideas, analyze project critically, build on strengths and overcome weaknesses.



  • Providing guidance, support and feedback for achieving the project objectives.



  • In consultation with the Executive Director, Head of Finance write terms of reference for new staff, contractors and consultants and oversee the entire recruitment process.



  • Undertake the duties of the Executive Director in the event of his/her absence.


Statement of Skills, Knowledge & Abilities

  • Bachelor’s Degree in Social Sciences, child development, social work, community Development or related disciplines. Master’s Degree in the related field is an added advantage;



  • 5 or more years of relevant experience at the national or international level in programmes to advance children and women’s rights, with responsibility for the design, planning, implementation, monitoring and evaluation and report writing;



  • Strong knowledge of international, regional and national instruments, resolutions, policies and conventions that protect children’s rights, including Convention on the Rights of the Child, Convention for the Elimination of all Forms of Discrimination against Women (CEDAW), and the Sustainable Development Goals (SDGs)



  • Must have strong and polished interpersonal, written and oral communication skills.

  • Creative, strategic and analytical thinker with the ability to manage multiple projects.



  • Experienced in developing and managing budgets, hiring, and training, supervising and assessing personnel



  • Minimum of 5 years of direct supervisory or management experience. Demonstrated People Management Skills



  • Ability to develop and maintain strong partnerships and mobilize resources;
