Applied Policy Senior Advisor - Jhpiego

USAID Boresha Afya is a new s-year USAID-funded program for a comprehensive Health Service Delivery. The goal of USAID Boresha Afya is to improve the health status of all Tanzanians. Jhpiego leads the implementation of one of the 3 awards covering the lake and western zones -with an emphasis on women and children in targeted regions. The purpose is to support the GOT to increase access to high-quality, comprehensive and integrated health services, with a focus on malaria, maternal, newborn, child and reproductive health outcomes. The project scope covers 7 regions in the lake and western zones, national level, and Zanzibar.

Jhpiego is therefore seeking to recruit a team of experienced medical, public health, program, and finance professionals to implement this exciting new initiative.

Position Overview: The Applied Policy Senior Advisor position involves high:level advocacy and partnership building, as well as policy, technical and advisory capacity building support. S/he will be expected to deliver capacity-building support to national and local government authorities; identify opportunities to engage and provide leadership for partner- coordination and resource mobilization; as well as advocate for the inclusion of Project inputs in national plans and Comprehensive Council Health Plans. The Applied Policy Senior Advisor will guide translation of national and global policies into local implementation and advocate for a national policy environment supportive of the essential services package based on observed gaps, and will also be responsible to provide policy/guidelines review and development support in Zanzibar.

Responsibilities:

  • Provide leadership on policy implementation, strategic planning and governance issues related to RM2NCAH, as per Project requirements 
  • Support a structured process of mainstreaming advocacy and policy actions into USAID 
  • Boresha Afyaproject work at all levels including in Zanzibar 
  • Provide technical leadership to Jhpiego's RH interventions at national level 
  • Strengthen the capacity of USAID Boresha Afya project staff in the areas of policy and advocacy 
  • Provide analytical and evaluative techniques to identify, consider, and resolve issues or problems related to successful achievement of countries' public health goals, especially as they related to policy and advocacy barriers 
  • Coordinate USAID Boresha Afya project's participation in national TWGs across RM2NCAH technical areas 
  • Guide and support policy research and policy and advocacy training and capacity-building activities 
  • Identify and respond to capacity development needs by identifying, developing and managing relationships with Government advisors, technical assistance providers/advisors to support national and regional implementation 
  • Keep up-to-date with applicable research, policy and programmatic development on key technical areas (as well as cross-cutting issues, i.e, gender) - and disseminate policy updateslbest practices with USAID Boresha Afya team 
  • Provide analytical and evaluative techniques to identify, consider, and resolve issues or problems 
  • Provide technical input in work plans and implementation approaches 
  • Prepare necessary technical and program-related reports, including presentations and white papers on key and emerging health policy issues and areas where advocacy plays a critical role in advancement of public health agendas 
  • Promote and support the dissemination of best practices and lessons learned among the USAID Boresha Afya program team and partners, key stakeholders (including the MOHCDGEC), local and international partners, USAID and other collaborators 
  • Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization; actively engage in management, dissemination and use of relevant knowledge in the field, 
  • Organize project trainings, conferences, workshops, and meetings as needed 
  • Participate and represent the organization, as needed, in outside associations, conferences and symposia 
  • In collaboration with Communications Office, develop and support communications approaches that support our policy and advocacy work 
  • Perform other duties as directed by the project leadership 

Qualifications and Requirements: 

  • MPH and/or other master's or doctoral degree in Public Health, Public Policy, Law or other relevant discipline 
  • 7 years of experience in public health, public policy, or other related field 
  • Strong policy analysis, policy implementation and/or strategic planning skills 
  • Strong interpersonal, writing, presentation, and organizational skills 
  • Ability to develop complex analysis tools/models into PowerPoint presentations and/or other multi-media formats for presentation and training purposes 
  • Stronp programminp, management and technical skills 
  • 'Dynamic personality and a team player 
  • Computer literacy, particularly in the use of MS word, Excel and PowerPoint 
  • Excellent group facilitation, multi-stakeholder consultation, and strategic planning skills 
  • Knowledge of participatory approaches to development
  • Excellent in capacity-building, and training skills 
  • Strong writing skills, both for technical and program reports 
  • Knowledge of policy advocacy processes 
  • Experience working with civil society organizations, governments, donors, and international organizations 
  • Fluent in English (written and oral communication) 
  • Experience in public speaking and professional presentations; 
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform 
  • Ability to travel nationally and internationally up to 30% of the time
