The Health & Insurance Management Services Organization (HIMSO),
a Tanzanian NGO specialized in providing technical support for the
development and promotion of community based health insurance has
an immediate vacancy for a Tanzanian based MONITORING AND
EVALUATION OFFICER. Interested applicants should please send their

Primary Respansibilities: 
1. Program Manogement Support
Coordinate all M&E activities and initiatives in the programme
'including tracking, updating and evaluating project progress reports
and operational plan
.
2. System Development 
Creotinq a framework and procedures lor the monitoring and
evaluation of project activities.
Defining and implemennng the key project performance indicators
(KPI) as well as monitoring them throughout the durofion of the
projects.
Assist in proposing strategies to increase data use and demand
amongst Program staff.
Assist Program staff in clarifying project information needs.
Support project/program staff on ways to properly document,
organize arid capture program progress.
Dran tools and'their revisions as well as dato collection procedures
(eg. logical frameworlc, project performance tracking, indicators,
dato Row chart, M&E manuals)
Support in reviewing the performance of existing management
information systems to help idennly potential gaps for modification.

3. Data Management and Analysis 
Keep abreast with developments in grant/program changes and
progress in order to advise and recommend tools and strategies to
increase program performances and results.
Suggest ways to facilitate data collection and the Row of dato within
Program field teams.
Identily strengths and weaknesses in exisnhg dato collection and
management systems and propose solutions.
 Perform regular field visits to ensure the quality of data collected by
program and to verily the accuracy of reported data.

4. Perform  any other duties as required by the program 
Qualifications: 
The applicant must have Q minimum of a Bachelor's Degree in Social
Sciences, Business, or Mathematical Science, preferably economics,
statistics, actuarial science, mathematics, finance, accounting or other
relevant the fields;
2-3 years working experience preferably in M&E;
Competence in qualitative and quantitative study design and
implementation;
Extensive experience with monitoring program implementation using
qualitative and quantitative approaches;
Experience in project budgeting and forecasting
Demonstrated experience in data analysis and database management
systems;
Experience in developing and coordinating data collection,
processing and analysis and report writing;
Experience in monitoring and evaluating project programs strongly
preferred
Proficient in data modeling and use of stofisfico] analysis software
such as tools such as SPSS, and STATA,
Personal Characteristics Desired:
Ability to balance work within a team environment;
Strong organizational, communication, computer, and interpersonal skills;
Good technical writing skills;
Fluent in English language;
