About the Opportunity
UN-Habitat is seeking a Municipal Finance Expert to review municipal finance instruments and produce a user-friendly municipal finance booklet that guides local governments in implementing coherent municipal finance systems.

Key Responsibilities

• Review municipal finance instruments and urban planning instruments
• Produce a concise and practical municipal finance booklet
• Ensure booklet includes templates, checklists, and graphics for practical application
• Organize content around five thematic areas of municipal finance
• Ensure coherence and synergy between different financial instruments

Qualifications and Key Skills

• Advanced university degree in Public Finance, Economics, or related field
• Minimum seven years professional experience in municipal finance
• Experience in design or reform of business licensing systems
• Demonstrated experience translating policies into operational manuals
• Understanding of local government structures and fiscal systems
