We are seeking a qualified and experienced Associate Director, Programme Effectiveness to join our Africa regional team. The successful candidate will work with country offices, global teams, and partners to enhance program quality, relevance, inclusivity, and impact across the region.


Key Responsibilities

Strategy, Planning, and Reporting

  • Lead the development and updating of regional and country program strategies in alignment with global priorities.
  • Guide strategic planning, annual plans, and progress reviews ensuring measurable impact and high-quality reporting.
  • Integrate cross-cutting priorities such as climate resilience, gender equity, disability inclusion, and housing ecosystem strengthening.
  • Drive change management initiatives to enhance program quality, innovation, and strategic alignment.

Program Design & Development

  • Provide technical leadership to align country programs with global technical standards, including housing design, WASH, land tenure, and housing finance.
  • Promote People-Centered Development (PCD) approaches focusing on vulnerable groups.
  • Oversee development of evidence-based proposals with strong MEAL integration.
  • Collaborate with partners to ensure gender, climate, and inclusion considerations in all program designs.
  • Support donor engagement and ensure budget alignment with program objectives.

Program Quality & Technical Excellence

  • Develop and implement a regional program quality assurance framework with clear performance standards.
  • Conduct regular program reviews, field visits, and evaluations.
  • Promote innovation and cross-sectoral learning across countries.
  • Strengthen risk management, safeguarding, and donor compliance.

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Lead the regional MEAL strategy to measure program impact and promote adaptive learning.
  • Build staff capacity in MEAL, data analysis, and knowledge management.
  • Ensure community feedback mechanisms and accountability frameworks are in place.
  • Foster partnerships with universities, think tanks, and learning institutions.

Leadership & Team Development

  • Manage and mentor a regional team of technical specialists.
  • Foster a culture of high performance, inclusion, and accountability.
  • Contribute to shaping the regional program strategy and direction.

Qualifications & Experience

  • Bachelor’s degree with at least 10 years of relevant experience, or a Master’s degree in evaluation, sociology, international relations, social work, or development studies.
  • Specialization or certification in Monitoring & Evaluation (M&E), Accountability to Affected Populations (AAP), or learning approaches.
  • Proven experience in program quality assurance, MEAL systems, and donor-funded program management.
  • Strong leadership, coaching, and cross-cultural communication skills.
