Job Summary

The overall objective is to strengthen PKL’s HR systems by identifying gaps, ensuring compliance with relevant laws, and updating HR policies to reflect current organizational and employee needs.

1. Background

Pendekezo Letu is a non-governmental organization working to promote the rights of vulnerable children and their families in Kenya. PKL recognizes the importance of having robust human resource systems to ensure compliance with Kenyan labour laws, promote staff welfare, and strengthen organizational performance.

PKL seeks the services of an independent HR Consultant to conduct a comprehensive HR audit and review the existing HR Policy, aligning it with current legal, regulatory, and best practice standards.

2. Objectives of the Assignment

  • Conduct a comprehensive HR audit covering HR systems, processes, and practices.
  • Assess compliance with the Constitution of Kenya, Employment Act, Labour Relations Act, Occupational Safety and Health Act, and other relevant frameworks.
  • Review PKL’s current HR Policy to ensure alignment with legal requirements and NGO sector best practices.
  • Recommend improvements to HR structures, policies, and practices that enhance efficiency, staff welfare, and organizational performance.
  • Develop a revised HR Policy document and HR Audit Report with actionable recommendations.

3. Scope of Work

The Consultant will undertake, but not be limited to, the following tasks:

  • HR Audit: Review HR files, contracts, policies, and systems. Assess recruitment, induction, performance management, welfare, leave, and disciplinary procedures. Evaluate salaries/benefits, organizational structure, job descriptions, and HR risks.
  • HR Policy Review: Benchmark PKL HR Policy with NGO best practices. Propose areas for capacity strengthening of PKL management and staff. Provide guidance on institutionalizing HR best practices.

4. Deliverables

  • Inception Report with methodology, work plan, and timelines.
  • HR Audit Report highlighting findings, compliance gaps, and recommendations.
  • Revised HR Policy aligned with legal and sector standards.
  • Validation Workshop with PKL management and key staff.

5. Duration and Timeline

The consultancy will run for 2 months, from 1st October to 30th November 2025.

6. Reporting and Supervision

The Consultant will report directly to the Executive Director and work closely with the Finance Manager, Programs Manager, and Senior Management Team.

7. Consultant’s Qualifications and Experience

  • Degree in Human Resource Management, Business Administration, or related field (Master’s preferred).
  • Professional HR certification (e.g., CHRP, IHRM) with valid IHRM membership.
  • Minimum 7 years’ experience in HR management, audits, and policy development, preferably in NGOs.
  • Strong knowledge of Kenyan labour laws and international HR best practices.
  • Proven track record of similar assignments.
  • Excellent analytical, facilitation, and report writing skills.
